On March 7th, 2017, the City of Duncanville took the appropriate steps to comply with the TCEQ MS4 Permit, which mandated the development of a Stormwater Management Program (SWMP) to ensure safe water quality. The Stormwater Utility Fee funds projects that maintain and improve the City’s stormwater and drainage infrastructure by providing a clean-living environment based on a system that helps prevent pollution, erosion, flooding, and many other environmental and health issues.
The City of Duncanville’s Stormwater Management Program (SWMP) includes best management practices developed for each of the following six minimum control measures:
- Public education and outreach on stormwater impacts;
- Public involvement / participation;
- Illicit discharge detection and elimination;
- Construction site storm water runoff control;
- Post-construction storm water management in new development and redevelopment; and
- Pollution prevention / good housekeeping for municipal operations.
Each (single family) residential metered account is assessed a monthly fee of $3.50 per account. Apartments and all commercial and non-residential properties are billed a fee based upon the size of their land area. A study was made to provide the most accurate evaluation.
Non-Residential and Vacant Rates
Each non-residential metered account is assessed a monthly fee starting from $10 based on the parcel area associated with that account.
The City of Duncanville used impervious (hard surface) areas of every developed parcel in order to be create the most accurate fee. The fee is determined using the Equivalent Residential Unit (ERU) of 4,300 square feet as a single Billing Unit. Each property is charged per number of Billing Units.

Updated Fee Schedule for Non-residential Accounts
Effective July 1, 2019, ERU increases will be phased over a 12-month period on a quarterly basis based on the new rate, in other words:
July 2019 25% of new rate
October 2019 50 % of new rate
January 2020 75% of new rate
April 2020 100% of new rate

A property owner may petition the City to reduce the drainage utility fee for an individual property. The petition shall be evaluated, and the fee adjustment determined by the Director of Public Works or the Director’s designated representative.
Property owner shall submit to the City a detailed statement by a licensed professional which is supported by reasonable evidence in the case of a disagreement.
