NOTICE OF PUBLIC HEARING
ON THE CITY OF DUNCANVILLE
FY 2021-2022 BUDGET

A Public Hearing on the City of Duncanville 2021-2022 Budget   will be held on August 24, 2021 at the Special City Council Meeting starting at 6:00 PM at 203 E. Wheatland Rd. Duncanville TX  75116.

SUPPLEMENTAL NOTICE OF MEETING BY VIDEO CONFERENCE

In accordance with an Order of the Office of the Governor issued on March 16, 2020, as extended, the City Council for the City of Duncanville, Texas will conduct a City Council Special Meeting in person and by video conference at 6:00 pm on Tuesday, August 24, 2021, in order to advance the public health goal of limiting face-to-face meetings (also called “social distancing”) in an effort to slow the spread of the Coronavirus (COVID-19) pandemic.  

This is an open meeting conducted by in-person and video conference.

Due to limited seating in the council chambers, persons or participants may attend by video conference in order to maintain safe social distance as provided in this notice.   

To speak during Citizen Comments, you must register with the City Secretary before 4pm on Tuesday, August 24, 2021, email citysecretary@duncanville.com and title the email “Public Comment – BUDGET – August 24, 2021”.  You will need to register with the link below and attend the meeting. During the Citizen Comments period of the agenda, the City Secretary will call your name and allow access to your camera and microphone for you to provide your comments. Feel free to email your comment to the City Secretary for the Mayor to read into the record for any unexpected technological issues that may arise.   

To speak during the PUBLIC HEARING, you need to REGISTER in advance with the link above. When the Public Hearing is opened by the Mayor, you will need to use the “raise your hand” option that is provided by ZOOM. If you are calling in and would like to speak, press *9 on your phone’s dial pad to “raise your hand”. The Proposed Budget is built on a proposed tax rate of $0.700000 per $100 dollars taxable value.  The prior-year tax rate was $0.716852 per $100 dollars taxable value.  The public hearing on the tax rate will be conducted at the Special City Council Meeting starting at 6:00 PM on August 24, 2021.

THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN LAST YEAR’S BUDGET BY $766,534 OR 4.01%, AND OF THAT AMOUNT, $47,977 IS TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR.

ON TAX INCREASE

A tax rate of $0.700000 per $100 valuation has been proposed by the governing body of City of Duncanville.

PROPOSED TAX RATE $0.700000 per $100
NO-NEW-REVENUE TAX RATE $0.673838 per $100
VOTER-APPROVAL TAX RATE $0.702073 per $100

The no-new-revenue tax rate is the tax rate for the 2021 tax year that will raise the same amount of property tax revenue for City of Duncanville from the same properties in both the 2020 tax year and the 2021 tax year.

The voter-approval rate is the highest tax rate that City of Duncanville may adopt without holding an election to seek voter approval of the rate.

The proposed tax rate is greater than the no-new-revenue tax rate. This means that City of Duncanville is proposing to increase property taxes for the 2021 tax year.

The proposed tax rate is not greater than the voter-approval tax rate. As a result, City of Duncanville is not required to hold an election at which voters may accept or reject the proposed tax rate. However, you may express your support for or opposition to the proposed tax rate by contacting the members of the City of Duncanville of City of Duncanville at their offices or by attending the public hearing mentioned above.

The 86th Texas Legislature modified the manner in which the voter-approval tax rate is calculated to limit the rate of growth of property taxes in the state.
