City Council Approves Solid Waste Contract, Increases Cost of Service to Align with Market Rates

On July 16, 2019, the Duncanville City Council approved a seven-year solid waste contract with Republic Services of Texas that will increase the amount that residents, property managers, commercial and industrial entities pay for trash, recycling and bulk/brush pick up service in Duncanville.
Under the existing contract with Republic Services set to expire in September, rates for solid waste had not been adjusted for 20 years with exception to Consumer Price Index increases. Over time, rising market rates and inflation have caught up with the cost to provide service in Duncanville. Additionally, due to a decline in the marketability of recycle materials, the cost to recycle no longer offsets the cost to collect recyclable materials.
The contract goes into effect September 21, 2019, and residents will incur an increase in cost of service for collection provided at the curb and alley.
The frequency and schedule of garbage and recycle pick up will not be affected, and support to the elderly and mobility challenged will continue as before. The most notable change in service affects the brush and bulk collection, which will occur once per month and is limited to four (4) cubic yards per pick up effective October 1, 2019. Residents will have a dedicated week each month to place bulk/brush items at the curb for collection. Additional bulk/brush can still be picked by Republic Services for a fee, but the resident is responsible for coordinating directly with Republic Services for removal and payment.
The new contract expands recycling program options by giving residents the ability to rent a 96-gallon rolling recycling cart from Republic for an additional $4.75 a month. However, due to a slump in recycling, Republic Services will no longer accept glass, juice boxes and carton-style milk and juice containers with a gable top as recyclable materials. The blue recycle bin will still be provided to residents free of charge for those who do not want the cart option. A Town Hall Meeting regarding the new solid waste collection contract, adjusted bulk/brush pick up schedule and recycling procedures is scheduled for August 29 at 6:30 pm at the D.L.
