Do you have an
official policy regarding minority business contracting/procurement?
If so, explain your policy?
The State of Texas,
along with the City's Purchasing Policies and Procedures
Manual, requires that for items costing between $3,000.01
and $25,000.00, that at least two (2) Historically Underutilized
Businesses (HUB's) within Dallas County be contacted.
Do you have a
program promoting contract/procurement opportunities for
minority-owned businesses?
The City maintains
an updated State of Texas HUB database.
Do you have a
portion of your budget committed to minority business contracts/procurement?
All vendors, including
HUB's and small business, are given an equal opportunity
to participate.
Do you have a
person or department designated to handle minority contracts?
No; Contracts are handled through a Purchasing
staff of one.
Do you require that minority business
be certified? If so, by whom?
No, we use the State of Texas' certified
HUB Vendor's List.

Do you have any comments about any
innovative, unique programs your agency is undertaking or

We constantly strive to include small
businesses and minority vendors in our bidding process.
All of our invitation for quotes and bids are sent to the
Duncanville Chamber of Commerce and then forwarded to all
of its members and we also will continue to aggressively
enforce the contact of two HUB's for items costing between
$3,000.01 and $25,000.00, to enhance potential for participation.
Additionally, Vendor Forums have been initiated where vendors
can get information on how to do business with both the
Duncanville Independent School District and the City of
Duncanville. This forum is usually sponsored by the Duncanville
Chamber of Commerce.
