Public Works The following identifies the accomplishments of each division of the Public Works Department. Planning and Zoning The Planning and Zoning Commission consists of a seven-member board who are appointed by the City Council to serve a term of two years. The Mission Statement of the Planning and Zoning Commission is to promote commerce and neighborhood preservation through orderly review, study, and consideration of zoning issues relative to state and local laws; to consider zoning requests, and make recommendations to the City Council; to review all zoning categories and allowed uses, making recommendations as needed. The Planning and Zoning Commission shall act as an Advisory Board to the City Council on planning and zoning matters. The Planning and Zoning Commission has three principal duties. The first is approving plats which is the process of creating lots and blocks out of raw land, or approving replats, which is the process of rearranging previously approved lot lines. The second duty is to make recommendations to City Council on specific zoning changes on property requested by the property owner or appropriate zoning changes initiated by the City Council. The third task is to tackle special studies and make recommendations or reports on those studies back to the City Council. Engineering Division The City of Duncanville Public Works Engineering division consists of a Director, Assistant Director, City Engineer, Executive Secretary and Engineering Technician. The Public Works - Engineering Division is located at City Hall, 203 E. Wheatland Road. Typical functions of the division are:
Field Operations Division The City of Duncanville Public Works Field Operation division consists of four areas: Equipment Services, Solid Waste/ Recycling, Water and Wastewater, and Streets, Signs & Signals. All these Divisions operate out of our Service Center located at 330 Shady Trail. Descriptions for each of these operations are as follows. The Equipment Services Division is responsible for maintaining all of the City"s heavy and light equipment, trucks, cars, and emergency vehicles for the Police And Fire Departments. This consists of over 170 vehicles and numerous small pieces of equipment from chain saws to Sewer Jet Cleaning machines. Solid Waste disposal, and recycling for the City is performed under contract by Republic Services. Management of this operation is performed by the Public Works Department. The city is under contract and uses the Skyline Landfill located on US 45 near Ferris. Our city produces over 44,000 tons of refuse each year. Household Hazardous Waste disposal is also handled by the Public Works Department. The Water Division Maintains over 180 miles of main lines, over 13,300 meters, 85 miles of meter service lines, 1,170 fire hydrants, 3 pump stations, 4 ground water storage tanks (14.5 MG), and 3 elevated water storage tanks (3.0 MG). All of our water is purchased from the City of Dallas and is stored in ground storage tanks and then pumped into the system as needed. The water we get from Dallas comes from area lakes and reservoirs. All though we have water rights in Joe pool Lake it is not economically feasible to build facilities to produce water from that source. Our City"s annual water use ranges from 2.2 to 2.4 billion gallons each year. Our Wastewater Division maintains over 140 miles of wastewater mains, 1650 manholes, and over 77 miles of wastewater service lines. All of our wastewater is treated by the City of Dallas and Trinity River Authority. The southern portion of the city flows south to near Ferris, Texas to TRA Ten Mile Treatment Plant. The northwestern section of the city flows north to TRA Central Treatment Plant located at Singleton west of Loop 12. The northeastern portion of the city flows to the City of Dallas to their treatment plant located at US Hwy 45 south of downtown. Our annual flows range from 1.5 to 1.8 billion gallons each year. The Streets Division maintains more than 155 miles of streets, 40 miles of paved alleys, 30 miles of storm sewer 1,195 inlets and 15 bridges. Crews from this division maintain creeks and drainage ditches and sand road ways during freezing weather. We have an annual asphalt overlay program to repave deteriorated streets throughout the City each year. This program is more or less aggressive depending on tax revenues so it will take a number of years to completely resurface all the streets. Since our over lay program began in 1993 we have overlayed more than 65 miles of streets. The Signs and Signals Division is responsible for the installation, repair, and maintenance of all traffic control devices. The goal of the Signs and Signals Division is to provide for the safe and efficient movement of people and goods throughout the City of Duncanville. Duncanville is home to approximately 36,298 residents. In addition, there are thousands of people working within the city as well. All of these factors combine for some very interesting and challenging traffic opportunities. This responsibility includes 11,507 signs, 1890 feet of cross walks, 12,597 feet of stop bars, 53 lane miles of striping, and 120 lane miles of reflective buttons, and 38 signalized intersections with computerized controllers, 72 school zone warning lights in a manner that meets or exceeds the requirements of the Texas Manual on Uniform Traffic Control Devices. This allows the public to safely travel about the City. In addition, it is our mission to respond promptly to complaints and emergency conditions related to traffic control devices associated with traffic signal equipment failures, sign downages, power outages, and storms.
