DUNCANVILLE TOPS CNNMONEY REPORT
CNNMoney.com recently ranked the City of Duncanville number one for affordable home prices among America’s small towns. CNNMoney started with over 2,466 towns across the country with a population of 8,500 to 50,000. Economy, jobs, housing, schools, taxes, economic factors and input from residents were all considered in the top 25 ranking. Duncanville’s 2008 median home price of $99,648 and median family income (per year) of $72,243 clinched the City’s spot at the top of the list for affordable real estate. Although delighted, City Manager Kent Cagle was not surprised by the ranking. “During these tough economic times, it is more important than ever that consumers get the most for their money. Without a doubt, Duncanville offers home buyers outstanding values and appealing community amenities,” Cagle stated. According to a CNNMoney.com source, the publication uses statistics from Onboard Informatics, a data services company, to compile the list of “Best Places to Live.” In identifying the most affordable town, “only towns where there were more than 100 home sales in 2008, and that were experiencing job and population growth, were considered. Additionally, no more than 5 places within a state and no more than 1 place within a county could qualify.” The article notes Duncanville’s appeal to retirees because of its warm climate, nearby amenities and beautiful landscaping. In March 2007, the Texas Department of Agriculture designated the City of Duncanville as a Certified Retirement Community. To date, Duncanville is the only North Texas city to receive such distinction. Also significant is the City’s vision to redevelop Main Street. DUNCANVILLE UTILITY ACCOUNTING DEPARTMENT DEBUTS ELETRONIC PAYMENT SYSTEM
The City of Duncanville Utility Accounting Department has debuted yet another enhanced feature that allows easy payment processing for customers. Beating previous projections by six months, the Utility Accounting Department has implemented an electronic payment system that allows customers to make utility payments electronically through their banking institutions. “This electronic ACH would speed up processing and posting of the customer’s payments and would allow them to utilize their own banking software as they do with other bills they currently pay online,” said Dana Mitchell, Utility Accounting Manager. Mitchell added that this new electronic payment system can reduce payment processing times by up to five days. “In the past, when customers paid their utility bill using their financial institution, the bank would send an actual paper check in the mail to the department, thus, delaying posting of a payment for five to seven days to the customer’s account and possibly causing unnecessary penalties,” said Mitchell. Now, customers can schedule payments and have them processed almost immediately and posted to their account. In order to use this service, customers will need to verify if their respective banking institutions use FiServ (formerly known as Checkfree) and/or Metavante to process electronic payments. In June, the Utility Accounting Department announced the release of a new Web site with new features such as online credit card payment and e-bill sign-up. DUNCANVILLE POLICE INVESTIGATE CHASE BANK ROBBERY
On Tuesday, July 21, 2009 at approximately 9:20 a.m., Duncanville Police responded to robbery call at Chase Bank located in the 100 block of N. Cedar Ridge Drive. After arriving on scene, officers were informed that a suspect wearing a white cloth mask ran into the bank, jumped the counter and demanded money from the teller before fleeing the scene on foot with an undetermined amount of money. The suspect was described as a black male, 20 to 30 years of age, 6’0” to 6’2” and between 180 and 185 lbs. He was last seen wearing blue jeans and a brown hooded jacket. DUNCANVILLE POLICE SEEK PUBLIC’S HELP IN IDENTIFYING SUSPECTS FROM TWO ROBBERIES
Duncanville Police are seeking the public’s help in identifying suspects from two robberies that occurred within minutes and in close proximity of one another on July 13, 2009. At approximately 11:00 a.m., an unknown suspect robbed the Family Dollar located at 210 W. Camp Wisdom Road. The suspect brandished a black pistol and demanded cash from the store clerk before fleeing the scene in a small silver four-door vehicle. The suspect was described as a black male and was last seen wearing a purple hat, black pants and a white shirt often worn by chefs. In the same shopping center, another suspect robbed the First Convenience Bank, 200 W. Camp Wisdom Road, located inside of Kroger at 11:15 a.m. The suspect aimed a handgun at the teller and demanded money before leaving the scene on foot. The suspect was last seen wearing a blue and white plaid long sleeve shirt, black and white baseball cap with red writing. The suspect was described as an older black male with a black and white beard and a large mole or birthmark on his left cheek. Based on information from witnesses, police do not believe that the robberies were committed by the same suspect. KEEP DUNCANVILLE BEAUTIFUL LAUNCHES ADOPT-A-PARK PROGRAM The Keep Duncanville Beautiful Board—with support of the Duncanville City Council—has created the City’s first ever Adopt-a-Park Program. The Adopt-a-Park Program, a concept developed by Councilmember Johnette Jameson, allows civic-minded individuals, organizations and businesses the opportunity to participate in creating a cleaner, more beautiful community by maintaining one of the City’s 16 parks. “The Adopt-a-Park Program is a way for the community share in the beautification of their City and is a good family, business or organization project,” said Dorothy Wolverton, KDB Board Chair. “In addition, the Adopt-a-Park Program is a great way for citizens to support the City by reducing park maintenance costs.” As part of the Program, approved organizations must commit to four clean-up projects of the entire adopted area per year. The City of Duncanville will provide each organization with safety vests and trash bags for each park clean-up and will erect signs at the adopted park identifying the volunteer organization. All participants must be at least 14 years of age and have adult supervision. DUNCANVILLE GOVERNMENT TV PROGRAMMING AVAILABLE ON AT&T U-VERSE
The City of Duncanville’s PEG channel, which broadcasts City Council meetings as well as City news and events is now available on AT&T U-verse. All AT&T U-verse subscribers will be able to view Duncanville’s PEG channel, Duncanville TV, via Channel 99. Duncanville TV is still available to Charter Communications subscribers via Channel 26. If an AT&T customer has technical problems accessing U-verse, they should call AT&T U-verse Technical Support at 1-800-288-2020 and indicate “Technical Support” when asked for the reason for their call. Technical Support is available 24 hours a day, seven days a week. Duncanville TV broadcasts City Council meetings live at 7:00 p.m. on the first and third Tuesdays. The Council meeting is rebroadcast at 10:00 a.m., 3:00 p.m. and 7:00 p.m. every day.

DUNCANVILLE UTILITY ACCOUNTING DEPARTMENT IS GOING GREEN Duncanville Offers E-billing and More The City of Duncanville Utility Department has just released a new Web site, www.duncanville.com/utilities, with new environment and user friendly features. “Some of our new features include more user-friendly information and some documentation that had not been available online in previous years” Dana Mitchell, Utility Accounting Manager stated. “But, the Pièce de résistance to our Web site is the implementation of an environmentally friendly E-bill system and our online payment pieces.” “We are one of the few cities that offer online payments with the ability to reprint current and past statements and one of the only cities to offer E-bill presentment," added Mitchell. With the online payment system customers will be able to create a username and password to access the city’s web host, allowing a customer to sign-up for E-billing, reprint their current and/or past month’s bill and pay their bill with a credit card over a secure Web site. However, customers that wait until the day of disconnection or are disconnected for non-payment will not be able to pay their accounts online due to processing time involved. Additionally, Mitchell said that the Utility Accounting Department is further developing a payment system that makes paying with a checking account even easier. “Hopefully, by the end of the year, the Electronic ACH system will be implemented, thus, allowing customer’s to pay their statement through their banking institution and eliminating the need for paper checks to be sent to us for processing and making the City a little more greener,” said Mitchell. In addition to the new online payment features for utility billing, the City of Duncanville currently offers other online services such as Municipal Court fine payments, alarm permit registration and payment, garage sale permit requests and Police Department Accident Report requests. ###

The Duncanville Police Department is seeking applicants for Police Officer positions and invites qualified persons to take the Police Civil Service examination on Saturday, July 11, 2009. In order to be eligible to take the exam, candidates must complete an application card by visiting the City of Duncanville Web site, www.duncanville.com/police, and clicking on the “Apply Now” button. Prospective applicants can obtain a study guide for the entry-level test by visiting http://www.bannonandassociates.com. Applicants passing the entry-level test will be required to pass the physical fitness test as well. The physical fitness test consists of an obstacle course; a vehicle push of 60 feet; a sprint of nearly 100 yards and a dummy drag of 30 feet. Specific information regarding the physical fitness test is provided on the Web site. DUNCANVILLE TO HOST FOURTH OF JULY The City of Duncanville Parks and Recreation Department is hosting its annual Fourth of July “Stars and Stripes Celebration” on Saturday, July 4, 2009 from 4:00 p.m. to 10:00 p.m. at Armstrong Park at the Poe-Hobden Amphitheatre, 315 E.
