Town Hall Meeting Scheduled

There will be a Town Hall meeting to receive citizen input regarding the creation of a new City logo. The meeting is scheduled for Tuesday, January 23, 2018, from 6 pm to 8 pm at the D.L. Hopkins Jr. Senior Center. We look forward to seeing you on January 23!

Lane Closure

The right southbound lane of Cedar Ridge between Middale Road and Westridge Drive will be closed today (January 5) until Friday for repairs.

Preparations Begin for 2018 City Officers Election

The 2018 City Officers election will be held Saturday, May 5. Duncanville voters will go to the polls to elect the Mayor and Councilmembers to represent Districts 2 and 4 for the upcoming two-year term.

The first official day to file an application for a place on the ballot is Wednesday, January 17. The application deadline is 5 p.m. on Friday, February 16. Candidate filing packets are now available in the City Secretary’s office.

City qualifications for candidacy include:

• Qualified voter
• Resident of the State of Texas for one year
• Resident of the City and district for six months
• Hold no other public office

All registered voters in the City of Duncanville may vote for the Mayor. Residents of Districts 2 and 4 may vote for their respective candidates. Anyone not currently registered to vote has until April 5, 2018, to register in order to cast a ballot in the May 5 election. Voter registration applications may be obtained at City Hall or the Duncanville Public Library.

Duncanville Police Department Offering Civil Service Exam

The Duncanville Police Department is offering a Police Civil Service exam on Saturday, January 27, 2018. Individuals interested in a rewarding career in Law Enforcement are urged to fill out an interest card to be eligible for the civil service exam.

The Duncanville Police Department has great opportunities in a variety of aspects of police work. If you are interested in a law enforcement career, submit an interest card by 3 pm on January 19, to be eligible for the exam on January 27.

Duncanville Police Department Announces Promotions

The Duncanville Police Department announced promotions of four members of its police force on Thursday, December 7, 2017, at the Duncanville Public Library.

Chief of Police Robert Brown said, “The new members of the Police Department’s Supervisory Staff have shown a positive attitude, a dedicated work ethic and many years of committed service with the Department.”

Lieutenant Mark LiVigni was promoted to Assistant Chief of Police effective December 28, 2017, and has served with the Duncanville PD for more than 24 years. Assistant Chief of Police Brian Heard recently announced his retirement after 30 years of dedicated service to the Duncanville Police Department and Duncanville citizens. LiVigni has served in different capacities while with the Duncanville PD. Most recently, he has commanded two patrol platoons as the Day Shift Watch Commander and also served as the department’s liaison with the Dallas Police Department in coordinating security support for the Hurricane Harvey Sheltering Effort at the Kay Bailey Hutchison Convention Center in Dallas, Texas. LiVigni has received the following Departmental awards:

  • Three Police Commendation Bars
  • Three Certificates of Merit
  • Two Meritorious Conduct Awards
  • Twenty-eight commendations for outstanding performance
  • Three Civic Achievement awards
  • Fourteen letters of commendation and appreciation

Sergeant Matthew Stogner was promoted to Lieutenant and has served with the Duncanville PD for 19 years. Throughout his career, he has been assigned to Patrol, Criminal Investigations Division, Warrant Unit, Deployment Unit and as the Special Services Sergeant. Additionally, Stogner has served as a Field Training Officer, Use of Force Instructor, Defensive Tactics Instructor and Firearms Instructor and has served on the Duncanville Police Department’s SWAT Team for 18 years with sixteen of those years as the Primary Team Leader. He is the current SWAT Team Commander. Stogner has received the following awards:

  • Medal of Valor
  • Meritorious Conduct Bar
  • Twelve Police Commendation Bars
  • Four Certificate of Merit Bars
  • 2005 & 2015 Officer of the Year Awards
  • Life Saving Bar
  • Education Achievement Bar
  • Expert Marksman Bar

  • Fifty Departmental Commendations

Officer Joseph Emmett was promoted to Sergeant and has served with the Duncanville PD for 6 years. Emmett is a valued member of the SWAT Team and has received the following awards:

  • Duncanville’s 2013 Officer of the Year
  • Duncanville Police Association 2013 Officer of the Year
  • Police Commendation Bar
  • Advanced Peace Officer Certification
  • Lifesaving Bar
  • Certificates of Merit

Officer Ronald McCarty was promoted to Sergeant and has served with the Duncanville PD for 7 years. McCarty honorably served eight years in the U.S. Army before joining the Duncanville PD. He is a member of the SWAT Team and has received the following awards:

  • Nineteen Commendations
  • Certificates of Merit

“I am extremely proud to announce the promotions of these fine officers,” said Chief Brown. “The Duncanville Police Department is fortunate to have dedicated professionals who are willing to step up and take on higher levels of responsibility. I look forward to working closely with all four individuals and watching them grow into their new roles.”

City of Duncanville Wastewater System Smoke Testing

The City of Duncanville has contracted with BURGESS & NIPLE of Austin, Texas, to perform a Smoke Test Survey in portions of Duncanville’s wastewater system. This survey involves the opening and inspecting of manholes and sewer lines, which are primarily located in backyard easements, but may be located in streets. An important task of the survey will be the smoke testing of the sewer lines to locate breaks and defects in the sewer system.

Amended Vacant Building Ordinance – Vacant Building Ordinance No. 2324

On November 7, 2017, the Duncanville City Council adopted an amended vacant building ordinance; Vacant Building Ordinance No. 2324. This ordinance regulates commercial and industrial vacant structure properties, which includes church properties located in non-residential zoning districts and shopping centers that are over 50 percent vacant. The ordinance establishes new features not included in the City’s previous vacant building ordinance. Properties not included in this regulation include the following uses: Single or Multi Family structures, churches and their ancillary buildings (unless they are in a non-residential zoning district), and partially vacant shopping centers (unless those centers are over 50% vacant).

New features contained within this ordinance include:

  • Registration of vacant properties
  • Contact information
  • Proof of liability insurance of no less than $100,000
  • Minimal marketing requirements include listing property and the appropriate sale or leasing signage
  • Submission of criminal trespass warrant
  • Submission of floor plan for first responders
  • Notice of change of ownership; and
  • Must adhere to additional standards of care and maintenance for property including securing of the structure

The proposed registration fee is $750 annually with an inspection fee based on $0.01 per square foot of space. Fee waivers to this ordinance are allowed based on an adherence to the standards of care contained within the ordinance. Waivers are good for only a 12-month period with the property owner applying for the waiver each year. Fee waiver exemptions will be evaluated based on four criteria:

  • Property has been devastated by a catastrophe such as fire or flood.
  • The property owner is deceased or is no longer legally competent.
  • The owner of the property has obtained a building permit and is progressing in an expedient manner to prepare the premises for occupancy.
  • The owner of a property has maintained the property to the standard of care required under this article, as well as all other applicable ordinances and laws.

If you are an owner or agent of a vacant building as it pertains to this ordinance, you will be required to register the building under the auspices of this ordinance.
